Photography and Media Policy

The Brumback Library is a historic and unique community space. The Library welcomes casual photography by patrons for personal use while ensuring that photography and filming activities do not interfere with library operations, patrons, staff, or the mission of the Library.

This policy is intended to balance public access with the Library’s responsibility to remain a functional, welcoming public service.

Policy

  1. Photographing or filming with a handheld device for personal, non-commercial use is permitted in public areas of the Library during regular business hours, provided the terms of this policy and the Library’s Code of Conduct are followed.
  2. Library services, customers, and staff must be able to continue undisturbed during any photographing, filming, or photo session taking place within Library spaces.
  3. Individuals photographing or filming within the Library are responsible for obtaining all necessary permissions from any individuals included in their images or recordings.
  4. The name, logo, building, and likeness of The Brumback Library may not be used to suggest an explicit or implicit partnership, sponsorship, or endorsement without written permission from the Library Director.
  5. The Brumback Library requests that any individual or organization wishing to photograph or film for reasons beyond casual personal use, or using equipment larger than a handheld device (including tripods, lighting, reflectors, backdrops, or props), must receive prior written permission from the Library Director or designee at least three (3) business days in advance. The Library retains discretion to approve, deny, limit, or reschedule any request.
  6. Professional, posed, staged, or commercial photography sessions (including graduation, engagement, wedding, prom, or styled sessions) are permitted only with advanced approval from The Brumback Library Photo and Film Request Form. Requests must be scheduled in a manner that does not interfere with Library operations. Sessions may be limited by time, location, and group size.
  7. Photography sessions may occur during regular business hours. After-hours photography is not routinely available and may be approved only on a limited, case-by-case basis. When approved, a donation or rental fee will be required, and staff supervision and proof of liability insurance may be required.
  8. If Library staff determine that photographing or filming is disruptive, unsafe, or interfering with Library use, the activity may be stopped, relocated, rescheduled, or denied. The requestor may be offered the option of booking a meeting room or submitting a formal request.
  9. Outdoor photography on Library grounds is permitted without written permission provided it does not block entrances, sidewalks, or parking areas and does not interfere with Library operations or public access.
