The Brumback Library Board of Trustees welcomes public input and encourages community members to share their views on matters affecting the Library. The Board recognizes the importance of public participation while also ensuring that meetings are conducted in an orderly, efficient, and respectful manner.
Public comment is intended to allow the Board to receive information and perspectives from the community. The Board will not restrict public comment based on the viewpoint or content of the speaker, provided that comments are relevant to Library business and presented in a civil and non-disruptive manner.
Agenda Requests
Any person or group wishing to be placed on the agenda must contact the Library Director by email or phone at least one (1) week prior to the Board meeting and provide:
- Name
- Method of contact (email or phone)
- The subject or issue they wish to address
Public Comment Guidelines
1. Designated Comment Periods
Public participation is limited to the public comment portions of the meeting as indicated on the agenda. Audience members will not be recognized at other times unless requested by the presiding officer. Executive session is limited to Board Members and the Library Director.
2. Sign-In Requirement
Speakers must be physically present (or participating by an approved remote method, if offered) and must sign in with their name and topic prior to being recognized. Individuals unable to attend may submit written comments to the Secretary of the Board prior to the conclusion of the meeting for inclusion in the public record.
3. Time Limits
Each speaker will be allotted up to three (3) minutes.
The presiding officer may reduce individual time limits or limit the total number of speakers when necessary to complete the Board’s business in a reasonable period of time, provided such limits are applied in a content-neutral manner.
4. Decorum and Conduct
Speakers are expected to conduct themselves in a civil and respectful manner. Disruptive behavior—including personal attacks, threats, profanity, or refusal to follow meeting procedures—may result in a warning and, if continued, termination of the speaker’s comments.
No person shall be removed or silenced based solely on the content or viewpoint of their speech.
5. Board Response
The Board will not engage in dialogue or debate during the public comment period. Matters raised may be referred to the Library Director or appropriate staff for review and possible response at a later time.
6. Recording of Meetings
Audio and video recording of Board meetings is permitted, provided that the recording does not disrupt the meeting. Advance notice is requested but not required. Recording equipment must be placed in a location that does not obstruct views, create hazards, or distract participants.
7. Accessibility
Reasonable accommodations will be provided in accordance with the Americans with Disabilities Act. Requests should be made to the Library Director prior to the meeting when possible.
8. Meeting Management
The presiding officer has the authority to maintain order, including calling a recess, clearing the room, or adjourning the meeting if order cannot be restored.
